My 2080ti, 10th gen i9 can't even get past the home screen. Music is cutting in and out and there's about a 3 second delay on button presses

i do 70-80fps in 4k with rtx 2080ti, 32gb ram and Rysen 7 5700g, in 1440p stay betwen 120-140fps

This isn't max graphics. DX12 is disabled that would help with performance. Blood decal lifetime isn't maxed, and ragdoll isn't maxed. Also, the audio is on mono, not stereo.
