It's from a Dorando song. It's called sampling and hate to break this to you but Vic Mensa was not close to being the first to use it. Used in 61 songs according to whosampled. I first heard it in Big Sean's "Outro" from 2015, 2 years before Vic's song came out. Totally normal for the same sample to be used by many artists.
