Sir, for+ing is used by many to show the present reason. Ex-We prepared a proposal for submitting.

"for +ing" is not "wrong", but it is less natural when talking about the future in North America. I would say, "we prepared a proposal for submission" or "we prepared a proposal to submit". However, you might state it with "ing" and this might sound more natural in a different location.

"Ascertain" is more similar to "Acquire" or "Get", while "Validate" is more similar to justify an action or support an opinion.
