@@JustMiau. The thing around Rouge's lip is lipstick. Most people can design the characters how they prefer. In the Sonic movie 2, most people had considered Knuckles to be jamacian (or dark skinned,) due to the accent he had. For Rouge, they assume she is Latina due to where her species of bats come from. But it really doesn't matter to how they design them as humans (Sorry for any misspelling. Also me responding outta nowhere is weird, I had gotten a notification for it)
