In fact these rights seem to have precedence or sequential hierarchy in which you have the right to harass and abuse people but not the right to enjoy tranquillity in your labours. It creates a situation in which these Public Sector workers have to be provoked, through action and word, into a behaviour which will get them into some sort of trouble if not discharged from their jobs. These rights seem to be administered by enforces called “auditors” who wander the country ad hoc, ensuring the obedience of the citizenry. Much like the Jew baiters of Nazi Germany in the 1930s.
