Cardinal marks have nothing to do with upstream or downstream. For example a North Cardinal buoy, the 'safe water' is to the North of the buoy in the sector 315*T to 045*T (* = degrees). Same with an East Cardinal buoy - the 'safe water' is to the East of the buoy, covering a sector 045*T to 135*T, etc., etc. Also, a 'trick' to keep in mind when utilizing the Lateral System in Buoyage System "B", when returning from seaward and going upstream in a river, is to remember the "3 R's" - 'red / right / returning'. Keep the red buoys on your vessel's own starboard side. Proceeding down river or downstream, under this buoyage system, keep the green buoys on your vessel's starboard side.
