Rocky is just the kind of person who can keep track of numbers like that, and for once, CeCe's priority wasn't for herself. CeCe was the one who really grew in this episode to the point that she had to give Rocky the same pep talk about getting past her embarrasment for the sake of their charities, which gave Rocky the motivation to stand up and deliver the speech at the end of the episode.
