I keep hearing seaweed farmers say they believe it is the future and want to see the industry grow but I cant find information on how to actually start a farm. The real information, not the PR stuff about how great it is, but things like how to actually get a permit to farm a bay, necessary boat features, line lengths etc.

If you're in the states, contact your state's Department of Natural Resources or Dept of Fish and Wildlife. Either of those orgs should have contacts for you to get started.

there are several ways, you can use an aerator which is the easiest way to go. there are some oxygen diffusers, or you can make a venturi system out of PVC

Yes, in Alberta you will need to have a license to keep Tilapia. There are different types of licenses depending on whether you will be selling the fish or not. An inspection is required to get started. The cost of the license is very small.
