I don't see the error in "She said she could finish the work tomorrow" as opposed to "She said she could finish the work the next day" in the C1 section, because "tomorrow" and "the next day" are synonyms. I'm a native English speaker lol. I'm also questioning "She was surprised at the news." "She was surprised by the news" sounds correct as well.

You're right! In informal English, "She said she could finish the work tomorrow" works fine. But in formal reported speech, we often shift "tomorrow" to "the next day" to clarify the time reference. As for "surprised at" vs. "surprised by," both are correct. "At" focuses more on the reaction, while "by" emphasizes the cause, though they're often interchangeable in everyday use.
