While I taught secondary sheltered ELA, I was concerned with what seemed to be the "tracking" of our lower level ELs. They had very little choice in what courses they took and with which teachers. The sheltered program did drastically improve the graduation rate of the ELs. Having a high school diploma, in turn, led to greater academic and employment opportunities. I also think it is important to point out that having taught both general ed and sheltered classes, it was not the case that they were less rigorous academically. The students had to meet the same expectations in both classroom settings. This point was supported by the ELs performance on the District Writing Assessments where their scores were often the highest in the building. Overall, while I understand the concerns raised in this video, I think the benefits of offering sheltered programs far outweigh the potential damage.
