Based on your assertion that MP property owners would actually have an overall net reduction of taxes, it sounds like to me, that you are proposing a gain of income for MP on the backs of non-residents, CMU, and it's employees. I would guess that Ypsilanti voted theirs down twice because EMU students, staff, and faculty didn't appreciate carrying the load. You even mentioned that the best reason for looking at this in MP is because of CMU.
