It made me realise that the people of our municipality are like the Jewish man in many ways.We are beaten, stripped, robbed and Left for dead ...................read that to the end.So to answer your question, Nicole directly relates the story of the Good Samaritan.This is a stylistic device called Biblical Allusion.
