I think it’s a magnet for the magnetic nail polish. It moves the glitter around. If you search it on KZbin there are lots of tutorials.

what Kayla said.. it's a nail magnet, and it only works with magnetic (often called "cat eye") polish. there are tons of tutorials, tons of magnetic polishes, and even lots of different magnets to achieve different effects. I've got magnetic polish on my nails right now.. it's very cool!

looked like liquid latex. for nail art, it's usually placed on the skin around the nail so you don't get any polish on your skin.. I've never seen it used like this before tho! it's a pretty cool idea actually
