I haven't checked the full list but Lightning l drago is a lot stronger than you know. Tsubasa drives it into a corner and and Ryuga still devastates the whole stadium over him like nothing happened. So i don't think flame saggitario is on top of that monster bey even though kenta has gone through a rigorous training like ryuga in a short time.
