to be fair enel could be one of the strongest characters in the whole anime he just got ultra counterpicked by luffy who is immune to his whole power. Enel is REALLY strong he is literally a god he defeated every other strawhat, luffy would definetially has lost of he didnt have the gum gum fruit, and luffy still had a hard time even after the counter pick because enel had one of the best observation haki of any character literally having the ability to see across a whole giant island and smiting... literally blasting people into smithereens if he doesnt like them, literally anywhere on the island.
