Would less repeat winners and participants bring in too many competitors to worlds above there capacity since now regionals will now have more unique winners and top players?

The scene was virtually dead until SV and the last thing you need is for them to tweak locals to the point where it's almost impossible to get your invite unless you can travel to every regional/IC. They already raised the bar to 500, if people have a problem with that they are free to try to qualify for a 1st round bye
