I suppose the world being black and white is tied to the lore. Some of the notes mention 'seeing otherworldly hues' as you approach the Ponymaker and the game starts introducing color in certain areas as you get closer. Although this game is implied to take place in the same universe as Squirrel Stapler and Butcher's Creek, which do have color, so I'm not entirely sure. Setting the lore stuff aside for a moment, they probably just wanted to make a mostly black and white game haha. The darkness really amps up the pony jumpscares.
