You want to play 2x or vanilla. You could go to the vanilla page and at the top of the column showing player counts you can click it to change what order it sorts. Change from least to greatest and pick one of the first three. Depending on the day you'll find servers with about 60-120 people. Hollow servers and war bandits are great 2x modded options but at wipe they get up to 500 pop so definitely only play at low pop until you have a solid understanding of how to play the game
