I think this is probably what it means. During the Edo period, there was a system called sankin-kotai, which required DAIMYO to live in Edo for a certain period of time, essentially functioning as a hostage system. Sankin-kotai required a large amount of funds to travel from various parts of Japan to Edo. Therefore, Noh masks were sold overseas to raise those funds.

Mizuno-san is a forging master admitted by the Agency for Cultural Affairs of Japan. He is the only one in Osaka. The reason that he keeps the workshop dim is to check the temperature by observing the color of fire.
