You didn't answer the question: do tourists still have to bring their own toilet paper, hand soap and hand towel for public toilets?

thanks for your questions 質問ありがとうございます Possibility of being prepared 備えてある可能性 Toilet paper is available in 99% of places. However, if you are in a rural area such as a mountain, you might not be able to get toilet paper. Hand soap is 80% Paper towel is 25% (Hand dryers are no longer used due to the need to prevent infection.) It is a good idea to keep a hand towel handy when you go out in Japan.
