Voting percentage ni increase chese voters vere category of voters, winners ni decice chesedi vere category of voters. There's a difference between those who go just to vote in elections and those want better governance on ground. Look at stats like average age of voters in the country, people above the age of 40, 50+ often times these age groups decide the winning margin since it is that narrow sometimes. That's what is being talked about. And btw, we'd love to be proven wrong! Let the election commission of India declare nothing of this sort happened till now ever.
