This is poor ownership care, you have inappropriately small enclosures for them, are actively breeding them when rescues are full, and purposely trying to mate a female that clearly doesn't want to mate and already has babies to care for.

this might be a playpen, and they could not be 'breeding the guinea pigs' but the guinea pigs are mating. if they were 'breeding' the guinea pigs the others wouldn't be there.

Female Guinea pigs can become pregnant as young as 4 weeks old. A 4 week old male Guinea pig can impregnate the mother and the 4 week old females as well

First, they shouldn't be forcing this female to mate when it doesn't want to. The reason she's small is probably because she's 3 months old, which is before their pelvic bones start fusing. After that pregnancy can be dangerous.

With guinea pigs the younger the better, if they breed for the first time after the age of 6 months the risk of needing a dangerous Caesarian increases . Plus she’s mom of those pups probably so she can’t be too young
