What did the Sea Witch mean by "every step you take will cut like a knife"?

She means that although she’ll get her legs and it will look to others as though she’s walking so graceful that she’s gliding, it will actually be painful for her to have legs. The witch’s warning was you can become human but you will suffer for it and ultimately lose your life in the process.

So when the Little Mermaid drinks the Sea Witch's Potion, she turns into a human, make one right move, and she glides like a dancer, but make one wrong move, and her step cuts like a knife, and at sunrise her heart breaks, her body turns to sea foam, if she does good, she gets an Immortal Soul and lives forever among the stars, and when she turns 15, she swims up to the surface.
