Also, when a bill refers to "this section" is it referring to the text above of below the sentence that says "this section"? For example, I am looking at CA SB 567 > Section 1 > (e) and it says "This section shall not apply to the following......."

why do they do so much unconstitutional funding california but alot of it also linked to federal. inflation reduction act did a ton of funding for tribal education giving unfair educational advantages to tribal people. thats only tip of iceberg. also the laws alot of them are unconstitutional through out all the ca legislature unfair protections or programs for migrants. and even tax immunity. while gaining alot of govt funding regular people dont get. alot of it is in administrative agencies but also also in federal and state legislature.

Good video and I'm hoping you'll see and respond to this comment. What regulations, laws, provisions, etc are there that pertain to state agencies and the profitability of such agencies? My thoughts regarding this question are centered around the idea that government agencies should receive funds based on a budget which allows for the functionality and that they would collect the needed funds through taxes paid. Furthermore, the services provided, which the people already fund it's ability to function should not require any fees. It seems crazy that if something is funded completely by a group of people that those people would incur fees that are not neccessary for the continuing functionality of said agency. Or put in simpler terms, government agencies shouldn't become highly profitable. What are your thoughts?

How does the general public hold county court referees, receivers, magistrates, and judicial officers to oversight as the jcp ignore complaints and since 1985 these judges have been out of control without oversight.

I don't disagree with the basis of such an office, but OAL also serves a great function. I've been writing regulations for over 25 years for a particular executive department and find it very true that agency staff are not trained well or at all pertaining to writing a rulemaking file. But an ORC is not the answer because regulations are program specific and may be subject to federal regulations. I personally train my staff how to write regulations. The biggest problem I see in the executive branch is they believe regulations need only be written once and you are done. Absolutely wrong. Regs are dynamic and must be updated regularly.
