I think it actually makes at least a little bit of sense that Joe has to be a paraplegic hobo/Hitler but Cleveland doesn't have to be a black Hitler. There's the obvious reason, which is that it wouldn't make sense on several levels for Hitler to be black. But moreover, Cleveland was born black, so in order for him to be a black Hitler, Hitler would have to have been born black, which we know he wasn't, and if he had been his life would have gone very differently. But Joe wasn't born paraplegic, so Hitler wouldn't have to be born paraplegic, he could become that later.
