I've been there and I would choose Durango but either way the drive between Durango and Montrose is the most drive in the world The Million Dollar Highway but Montrose is good because you are in the middle of Durango, Telluride, and The Black Canyon of the Gunnison. Ouray is the most beautiful place I've ever seen but if it was me I'd pick Durango
