There is no limit on how high the attack points of a monster can go. The highest printed attack belongs to Number iC1000: Numeronius Numeronia with 100,000 ATK. There is a loop called the Primal Seed Loop that allows you to keep recycling a card. Let's say you control a machine type monster; you could loop Limiter Removal and effectively double that machine monster's attack points forever. Your opponent can surrender at any time so it's unlikely to see it to its fullest effect outside of a friendly game or if they have a method to overcome that. and as far as the anime is concerned, some select monsters have reached Infinite attack, though I'm pretty sure all take place during Yugi's story. The highest non-infinite attack belongs to Number 39: Utopia with 204,000 ATK during Yuma & Nasch vs Don Thousand to beat his iC1000: Numeronius Numeronia.

I think there was a master duel that got an Exodia arm up to 999,999 ATK.

Im refering to monsters actually eating, slicing, ripping a part and melting. They heavily censored this shit in DM and 5D's cause it was too violent so they went to monsters shattering and cutting the violent combat in the recent series.

I think you probably figured it out by now (considering 3 months and all), but yeah this was an OVA. Not sure if it was supposed to be a different version of the Yusei vs Jack duel but neither do I care. It was a fun duel regardless.
