I'm very interested in how these shots were taken, it appears that the riders are repeatedly herding the horses towards the cameras, is this a photographers or tourist event? If so how do I find out about it, I've not seen anything like it before.

Maggie, This was from a photo workshop a few year ago. You can check with the workshop leader to see if he is going to do it again next year. This year's workshop was cancelled.. bonannophoto.com
