Looks like the bearing in the idler pulley has let go that thing is cammed so if that bearing goes its going to flip around to the point where the belt doesn't have enough room to pass.

Looks like bearings and the water pump seized and shredded the belt. 22 years as a mechanic, I've done a lot of this stuff and I can say I've barely seen a belt look like that. Usually they snap or shear the teeth off completely.
