The only way I have stopped the encroachment from one property is to dig a trench about 2 feet deep along the fence then put metal roofing panels in the trench then fill the trench back up. The metal roofing material will keep the bamboo roots from growing into your property. Nie ma za co.

Good work Rafal! A friend bought a home from Persimmon costing UKGBP250,000 which is only a small terraced block with 2 up and 2 down and experienced similar problems. Unfortunately our stupid government wants to prevent honest worker from outside of the UK coming here to do an honest day's work, in place of cowboys who take advantage of a shortage of labour, to do a shoddy job. These shoddy workers are shaming all honest building workers, regardless whether they are British or not.

The only time I have seen this in a new build was when the property was boarded and plastered before the house was water tight and it hand not had enough time to dry out. The leak in the roof tank sound like his best guess it would not have contaminated the whole house unless it was empty for months.IMHO.
