It's a response to "You don't know what you've done to yourself". Bill cut out his own eye because he couldn't meet Priest Vallon's gaze out of shame/fear as Priest was sparing his life after beating Bill in combat. The meaning behind the tap is - I know EXACTLY what I did to myself.

i just love Leo, Cameron did ok with a thankless role, Jim Broadbent and Brendan Gleeson are also perfect for their parts, and the production is magnificent. But that god damn Daniel Day Lewis owns every piece of this film. I watch his scenes all the time and never get tired of them
