I like how in every rp server, you really aren't allowed to do anything unless you're a criminal (in which case they never let you actually do anything other than rob 1 person every 30 minutes) or a cop who can just always do whatever the fuck they want and ruin it for everyone else. Rp servers have so much potential, but fuckin bullied nerds always run and ruin them.

I think you'd have good luck joining up with Hades or an established gang. Like you said, a lot of the chars have chosen their sides so it would be hard to build something from scratch. Look at it this way, once the storylines for chars play out, people will start wanting to RP something else. If you join up with a group, you'll have better chances at creating something new as chars you interact with will now be more probable to not fall through on your next attempt to start a gang
