Having played RPGs for a few decades, I've come to the conclusion that there are two things that need to be balanced - spotlight sharing, which is on the GM (or whatever the system in question's title is), and player resources vs. GM resources, which is on the developer/publisher. The latter is why I consider D&D 3.5 the best balanced version of the system; while the number of published supplements for that one was bordering on the ridiculous, there was a remarkably good balance between materials for the players to use, and for the DM to use.

It would have been weird if the US had a legal situation during Prohibition in which narcotics were legal. In fact there was a department within the Prohibition Bureau which was responsible for enforcement of narcotics laws. It would be headed up by Harry Anslinger, in effect the nation first drug czar in 1929 and spun off as the Bureau of Narcotics in 1930, largely to distance it from the Prohibition Bureau, which was by that time both deeply unpopular and mired in corruption scandals. This coincided in an evolution of US drug policy culminating in internationalisation of drug control, with a League of Nations treaty securing enough support by 1933 to be put in effect in 1934. That's sort of the date when public perception inclines to believe that everything was legal up until and therefore that you could buy things containing opium derivatives, coca derivatives or both over the counter from the ice box of a gas station, malt shop or co-op/general store/grocery without having to go to a pharmacy. The truth is much more complicated. Incrementally laws had been ramping up since 1909, with the first comprehensive national legislation being the Harrison Act in 1914. Prior to that matters had largely been left to individual states. After the Harrison Act, federal controls were in effect everywhere. It's a common belief that there was full strength cocaine in Coca Cola right up until 1934 but this isn't really true. No regulations required that patent medicine manufacturers provide a declaration of ingredients until 1906, so they didn't. An effect of the Pure Food Act of 1906, which prohibited adulteration of food and drugs was that it was now obligatory to state what was in a product. Coca Cola had ceased using fresh coca leaves in its formulation in 1903, using what it termed "spent" leaves instead. These would have contained a lower alkaloid concentration and by 1929 they were entirely using an extract which which alkaloids had been chemically eliminated. Experiments with the extract had begun by 1907 by the latest. So 1907 to 1929 Coke probably contained cocaine in the same way that having eaten poppy seeds used on baked goods will return a positive on the type of drug test with a sufficiently low threshold that any molecules will be detected.
