Hello, I work for Texas Woman's University in the Disability Services for Students office. One of our professors is using the following video as a part of their curriculum. Can you either upload accurate captions to this video to make them accessible to Deaf and Hard of Hearing people viewing the video, or will you give me permission to caption the video so that we can get this video captioned before the start of the fall semester? Note, as former Regional Director of Services for People with Disabilities in the '70s I oversaw the design and implementation of an overhaul of community servicie alternatives to institutions that enabled well over a thousand children and adults to return to our region...successfully integrated. I truly wish the lessons we learned and shared were use to displace long term care facilities for today;s seniors. - Perry Kinkaide Long Term Care facilities for seniors must go. Michael Foucault in his book Madness and Civilization explores the origin of institutions in the middle ages for purging the spread of leprosy. It worked leaving behind underutilized long term care (LTC) facilities that were then used for others including: the poor, homeless, and people with disabilities. Over the centuries social reforms led to closure of these LTCs - termed "deinstitutionalization" often through dumping of residents into unprepared communities. The book further explores this seemingly never ending cycle over the centuries as institutions deteriorated and were closed only to be reoppened again when community "care" proved no better - from backwards to back alleys. In the last century starting in the '70s, a global reform was initiated including Alberta to "deinstitutionalize" services specifically for people with disabilities - targeting those with physical and developmental disabilities. The campaign - termed "normalization", was preceded by "Preparing the people. Preparing the community. And developing the requisite support services" including the integration of schools, development of small, specialized foster care, neighbourhood-based group homes, training in apartment living, the introduction of vocational and employment centers and training of staff to support community living. Financing was facilitated by the reallocation of institutional funds to support community service alternatives. In Alberta AISH was introduced for people with "severe handicaps" to help families meet the cost of at-home care. And...it worked. The cycle in Alberta has seemingly been broken. The partnership of parental advocacy, community agencies, and public financial support has contributed to an elevation in societal respect for people with disabilities once relegated to institutions - out of sight and out of mind. Many were involved in the campaign overseeing the transition resulting in an increase of parental trust in community service options and a resolution to their question of "What happens to my child when I am gone". Today we as a community face another challenge, and that is the disrepect of our seniors, the aged - relegated to LTC facilities, i.e. "institutions", and their unwarranted exposure to easily transmitted diseases such as Covid-19. It is time to share the lessons learned in developing community service alternatives for people with disabilities. Had they too still been institutionalized, Covid would certainly have decimated their numbers. Instead their survival is a testimony to the continuing benefits of community-based and personalized services.
