Has to be less than 20 levels below at max. Your Jean is probably not high level enough...OR...you're not doing the charged attack first to break his poise.

all of them are pretty niche in usage and not game changeing in the slightest but my best recommendation is jean especially if you have furina. and dont choose qiqi unless you really like her!

to be fair, in both wuwa and hsr, even 4 star characters have burst animations too, unlike genshin where only 5 stars characters have them.
