I agree with @cyrusneal7697 - looks like Grazon poisoning. One way to test is Grazon affects broad leaf plants. Because they germinate and grow so fast, I would plant a few of the Blue Lake Bush Beans there. If they have the same issue/look like the potatoes, it's Grazon or some other type of broad leaf herbicide in the soil. It can even be passed from using cow manure where the cows have grazed on treated hay. However, short of removing all of the soil (it can take several years for it to leave the soil), you can plant monocots like corn there. Sunflowers and mushrooms have also been used to "treat" the soil and remove herbicides along side of using compost tea to feed the good stuff in the soil to support a healthy soil structure. Check out Roots and Refuge and search her channel for "contaminated soil". She had the same issue and there's several videos in which she discusses how she went about it. On a side note, I let my big garden get wild and "cottage" like. However, I absolutely adore the tidiness of your garden and the attention to detail!

Looks like the soil may have had “Grazon” in it. Maybe a broadleaf herbicide that wasn’t composted out.

My wife and I decided against making garden beds out of wood a long time ago. We invested in Concrete blocks and haven't looked back. While everyone elses is rotting and needing to be rebuilt, we've been putting that money into amending our soil with all kinds of goodies like compost, lime, fertilizers and buying fresh red wigglers to help out.
