I would recommend Terminal 3. There are several famous Japanese restaurants. If you go to Haneda Airport Garden (a shopping mall directly connected to Terminal 3), you will have even more choices.

There will be long lines on weekends and holidays, but on weekdays you should be able to get in without standing in line.
