The plate isn't what's making the sizzling noise, it's a chemical reaction to some kind of edible concoction they put on the plate. Take another look at this video when they first bring the steak out. When you see the steak from the other side, you can see the bubbles that it's creating. I forgot what Mexican restaurant was blasted all over the internet, but when someone finally came forward about the sizzling fajita plates, it was big talk, mostly because it was the first of it's kind, and then everyone found out it was just a hot ass plate, with some water or chemical poured on there.
