This makes sense now about the commercial license rule. So the trucker you pulled over and said they are driving under influence of alcohol, is for truck drivers - if you hover over the and read the Tip/Hint: anything over 0.00 for commercial license drivers can arrest them for DUI, it's 0.08 for non commercial drivers. I've lost points for applying this rule to non truck drivers who had commercial license, now I know it only applies in DLC for large cargo drivers - thanks for video, very good preview of the DLC
