It could be a few things, if the lever is screwed too tight, the cable needs lubrication or it is struggling to get out of gear into neutral, see what engine you have and see if it is a common problem

Im having a different issue but with the throttle and back to neutral looks like the same throttle handled

It could be the cable needs lubrication or this one sometimes struggled out of gear and into neutral but I was told it wouldn't do any damage, this engine was a mercruiser with an alpha 1 gen 2 outdrive
