Low usage is a good thing, 100% usage and overall high usage just means your card is working harder to complete its task. It will automatically work harder if it needs to, if it’s working as intended on low usage, that means it’s doing a good job and isn’t being stressed.

Probably have SSD memory storage only? SSD doesn't need to be defragmented as the basis it works on is different than oldschool storage that used compartments.

no just no the power plan has very little to do with your pc performance at all unless you ahve it in power saver which on a desktop you shouldnt but again what you said does not make your pc run faster or better for that you need go in to bios teak few things like dramm speeds

Note: the "power throttling" entry in the Windows Registry is only present on Laptops... if you are on a PC you will not have it. You can though do things like set the Power Mode to "Best Performance" and still go into the Control Panel (old style, type it in the Settings search) and set a Power Plan of "High Performance" (or create your own Power Plan in there). HTH
