She has a very elementary idea about hybrids. Start with the corn variety that is high yielding. There must be at least dozens of different genes in the genome of the high yielding corn plant. There are surely many other yields in the same genome than make it drought sensitive. Now consider the drought tolerant variety. There are surely dozens of genes in it genome that make it drought tolerant, and there are surely some genes in it that are yield suppressing. So now when you cross the two, you will have offspring that have some genes that contribute to high yield and some genes that suppress high yield and you also will have some genes that are drought protective and other genes that increase susceptibility to drought. That's nothing like what she says will happen. What you have to do is first cross a high yield variety and a drought tolerant variety, then select from the offspring those that have the best combination of the two traits, and breed the with one another, selectively, for years until you have two sets of corn variety, one with higher yield and some drought resistance and one with better than usual drought resistance and some yield advantage over the original drought resistant corn. Then you do another cross, treat the offspring in the same way as in the first round, and get two kinds of offspring, and cross them with one another, and then another round of selective breeding to get two more "lines", etc. We are talking about decades of work here.

Honestly as a country, Kenya, we have a long way to go.... I feel the government is over promising and pinning down the citizens without proper planning really.... It is okay if the transport sector, just as other sectors , be strategized step by step.... We will need good roads We need technical impartation; people need to learn how to use, why, and what it will take to adopt the improved cleaner transport I The common mwananchi doesn't have much idea or information on all this...
