It's not some sort of BATHING RITUAL!! Goats crave and need salt and he's kicking the sweat off of your leg, which is both incredibly gross AND ignorant because the other stuff coming out of your pores or on the surface of your skin isn't necessarily as essential to the goat as the salt...

I was in the outback of Australia in an oases in the desert and there was a small lake there. I went into the water and these little fish came nipping at my skin. That was off-course for the salt. But only the little ones dare to come that close. the bigger ones stayed away unless I didn't move. then the bigger ones also came closer. But they scared me a little so I kept moving.
