Dont know the exact situation youre refering to, but I often R someone -> E and shoot R while E'ing towards them and get all the R shots out before I am in range where my E / Autos can hit him. I just get the ult off before engaging so they are already lower once Im in range.

How do you decide when to go Statik + MAX E build vs Crit + MAX Q build?

Comes down to perference but also kinda matchup, Theres many matchups that its hard to use E in where I'd rather just go Q max component build to trade with Q's damage and farm up, for example Taliyah, Leblanc, Irelia you cant really use your E to trade them well so E max has less value in lane. Generally tho both are very strong builds right now play whichever playstyle suits you more.

Statik build = E max, fullcrit component builld = Q max. Between those comes down mostly to preference which playstyle you prefer, both builds are very good right now.
