Open TTD is a terrible excluse of a game since i prefer TTD than that since you can create your own scenarios and i perfer premake scenarios that is NOT randomize only since it usually not my thing anyways.

I have played about half of these titles, and they are all solid. X-Com set a really high bar and these meet and exceed in several ways. Replay of a game is meaningful and these will meet your standard. Enjoy, and I plan to explore the other title listed.
