this is a good tutorial but the title is way off. this is not Flood Risk Mapping, you have the flood maps already pre-generated.

Sadly I thought the point of the video was a walkthrough on how to DEVELOP that flood zone data, not how to just simply add the developed product to the map... 😕

Best would be to ask Tokyo city's administration or Japanese Civil defence authorities. The shape files of flood zones are produced via remote sensing by assessing the historical floods, capturing flood elevation and using DEM, or modeled by flood modelers :)
