The influence of the family heads are the highest in the tower except jahad so even the ones responsible for ranking them are biased towards them so the fact that some regulars even surpass some family heads already shows how tremendous their powers possess because their influence could never hope to match theirs.

enryu and phantammium should still be top 2 tho, enry killed an administrator which is something not even the ten family heads can do. he also created the thorn which is the only thing that can kill zahard. whether he can kill zahard himself is unknown tho but that alone makes him more powerful. phanta is a complete enigma, but hes literally a high level god in their world. a supposed axis user who can literally rewrite the rules of the world

Mirchea fought a 25% Urek and survived a 30% Urek shinsu skill without sustaining any damage and he was still holding back 😂 -He later admitted to the elders and urek(and before he ran away to watch the death of a FH)that if he went all out he could maybe defeat Urek based on how he performs and we all know that Urek is being compared to Jahad whose far stronger than Arie hon. Mirchea is definitely at least Family head level. 2. Sophia tan, with a stunning performance was able to hold herself against Traumerei's powerful shinworyu technique but also admitted that the barrier wouldn't last long. Still a great performance for just an elder who is clearly far weaker than Mirchea whose starting technique against Urek made all the other elders watching run away in fear. 3. Dumas'(true form) is stated by Baam to possess a ridiculous power comparable to that of the family heads, nothing else needed to be said. These people alone already show feats of being able to atleast hold against a FH's lethal attack(Sophia tan) there's also a guy who is literally stated to be comparable to one(atleast dumas' right arm) and there's literally Mirchea whose performance outclasses even what we've seen from a family head. Only god knows how powerful someone like Adori or Enne who also possessed the power of 2 Family heads and even the blood of jahad. Almost forgot my boi Baek who might be as strong as Mirchea.

Calling it a tierlist based of strenght is cap, because as far as we know, in TOG a tier list based of strength is literally just. 1. Phantaminum/outside god (May be the same person. Other than that we don’t know, other than that they’re AXIS users.) 2. Enryu (outside god messenger) 3. Headon (difficult to place, may be tied with enryu as he is likely also a direct subordinate of an AXIS. But he has no feats really) 4. Rest of the floor admins 5. Zahard/Mazino (it’s said to be a tie, but Zahards ability to see fate may give him an edge) 6. Family Heads (Would include V and Arlene if they’re alive somehow. Arie Hon and Khun Eduan being the strongest here) 7. Non irregulars that aren’t bam and Rachel(Like Luslec, Macseth, Molic, Baek Ryun, Eurasia, etc.) The difference in strength between 1 and 2 is basically infinite, same with the jump from 6 to 7. It is not even a comparison worth making.
