They're gang textures Mekk0 recreated from the original movie/movie script. Some citizens/dealers are actually based on those gangs in the game.

@GekiPurple I ain't kidding, this gang with the black panther logo is the original Panzers and they have red fedora, it was confirmed by Bobbie Mannix. Boyle Avenue Runners can be seen in the intro when they're waiting for the bus, they're in gray shirt, jeans, red bandana, and white sneakers.

The Panzers in the game is actually The Runaways, the actual Panzers is a gang in black tank top with red trim & red fedora, their logo is a black panther, one of the actor who played as a member of The Panzers is a close friend of Billy Torres (white shirt Turnbull who's hanging on the side of the bus) 2. The VC Rangers in the game is actually The Stevedores, the actual VC Rangers is still unknown 3. The Colt 45's is a gang that dresses like cowboys (Cowboy hat, sunglasses, trench coat) 4. The Jupiters is a gang in purple jacket (they can be seen during Cyrus' speech) 5. The Red Hook Shooters is the gang with red Hawaiian shirt carrying a radio during the "Nowhere To Run" scene 6. The Jones Street Boys in the game is actually The Sports, the original JSBs are wearing blue hat and red shirt 7. The Saracens in the game is actually The Knockdowns 8. The Knuckles are the gang in Sheep fur vest and black gloves 9. The Go-Hards is the gang with tan/white overall and can be seen in Cyrus' speech scene 10. The Gun Hill Dancers is a gang in all purple (Purple tank top, purple hat, and purple pants) members of this gang can be seen next to Hi-Hats during Cyrus' speech 11. The Mongols is the actual name of The Savage Huns, and The Mongols supposedly had their own scene with The Warriors when Warriors walk through their territory in the original script, Cochise also claim that The Warriors lose a soldier during a fight with The Mongols 12. The Judas Bunch is an all-black gang that dresses in white robe 13. The Hurricanes is actually a gang in blue rain coat and black shirt, the Puerto Rican gang in the game is still unknown but possibly they're The Locos 14. The Phillies is an all-black gang with White durag and vest with various colours, two members of this gang can be seen next to a white and black striped shirt gang during Cyrus' speech 15. The Howitzers is a gang that dresses in green Nazi military outfit 16. The Dealers is a gang with black/dark blue vest with white shirt 17. The Headhunters is the gang in pink shirt with bones necklace 18. The Zulus is a gang in brown overall and brown fedora 19. The Zodiacs can be seen in the movie, they're in dark blue shirt with orange trim with their logo on the back 20. The Gerrards is an all-white gang with green vest and gray shirt 21. The Stilletos is the gang in black leather vest with white trim and black hat 22. The Dingos is a homosexual gang in black leather overall, the actor who played as the guy in gas station also played as a member of this gang. In the original movie script, these dudes captured Swan and put him in a dog's cage 23. The Roadmasters are a Greasers/Rockabilly gang with black leather jacket, this gang can be seen in the conclave and they also appear in "Streets Of Fire" movie

@RockinRichiee Wow, one thing. The Savage Huns are actually a gang from the movie script. They weren't made by Rockstar, so who knows what gang they are.
