Of course it’s ok to make an easier arrangement. But you can find easier arrangements of this already online. If you want to see his original score though it’s on his website. Can’t help you on the exact tempo unless it’s on his transcription.

What is the rationale for playing this as an unaccompanied solo piece, rather than with orchestral accompaniment, as we typically hear it? (Needless to say, the fact that something is "typically" done a certain way by no means necessitates that it always be done that way. But there is usually an explanation for a departure.)

Look at the faces of his fellow violinists. This is a virtuosic performance of a self created transcription. Playing a melody and differently notated countermelody on a bowed instrument is no easy feat. The mastery of his instrument is the point.

he’s really really good, so basically just really good technique from years of practice
