I'm still a little new to Cyberpunk but it's not sandevistan, otherwise you'd see a blue tint on the screen when it activated. The time slow is most likely due to certain skills in the attribute trees. More specifically the "Cool" attribute tree. If I remember, there's a few knife skills in that tree that slow your perception of time.

😅 yeah as i've written in the description and in the Video title, this is a totally just-for-fun run of Don't Fear The Reaper, since this is so Overpowered that obviously it doesn't showcase any particular impressive skill like some folks did while using a Berserk or a Stealthrunner build. This is just a big "what if V got also corrupted by the Rogue AIs from beyond the Blackwall and was able to chrome up more than Smasher itself?". And you get the answer 😂

Me, a console player trying to find new ways to use the Canto: "oh sick, this person seems to be using blades and pistols, whereas I always thought a Canto build would be heavily reliant on 20 Int, 20 body, and 20 tech so you don't die just from using the hack in overclock and can load axolotl in with it to keep overclock available often. It should be interesting to see how someone found a way to incorporate cool and high reflexes and still used the canto well!" **clicks video and sees they didn't have to care about any of that balance and buildcrafting shit because they're modding on PC. They also have an apogee, third person, gorilla arms, and aren't even using the fucking canto, it's just a modded netdriver and some weapons that also kill with blackwall effects, in case the rest wasn't overkill enough** Me: .... fuckin' god dammit... **glares at PS5**

But yeah, playing Cyberpunk with mods is something else, you can literally shape the game the way you want if you decide to have fun once you've completed everything and throw the lore-accurate version of V or the balancing rules out of the window. In this case, a literal walking Cyberdemon chromed 10 times more than Smasher unleashing pure evil just cause she's able to.
